Is my broker required to submit a low ball offer?

I want to put a low ball offer in on an apartment complex. The offer is well below the asking price and my broker said I might make the seller mad with the offer. I still want to submit an offer but I am afraid my broker won't actually present it. Is my broker required to present the offer or could he ignore it?

According to the Realtor code of ethics, your broker is obligated to submit all offers. Your broker may not be a member of the National Association of Realtors. You could also check with your state's real estate commission to see if there is a specific law.
